[Changes]
- Moved all packages with PKGBUILDs to the newly created `packages` dir
  to separate them from the rest of the files in `arch/` as I try to
  figure out what is needed or wanted for the ArchLinux Packaging
  system.
- `.gitignore` has also been modified to reflect the package
  relocations. It has prevented any of the build files or packages from
  being checked for committing.

<title>ArchLinux buildscripts: Added new build script + packaging capabilities</title>

[Added]
- New build script `arch/build_tde.sh` that enables more capabilities
  for compiling packages, as well as cleaning directories.
- Meant to replace `build.sh` as it is outdated and limited to what it
  does.
- Also used as a stop gap while ensuring the rest of the PKGBUILDs can
  be audited and fixed for dependencies, and complying more with the
  Arch Package Guidelines.
- Usage help is provided in the script itself and is meant to be used on
  ArchLinux systems.

The package libcrypt-dev was usually installed automatically as
a dependency of libc6-dev. However, in newer versions it is no
longer installed and its absence can lead to FTBFS.

Instead of hard-coded lib64, which we never used, it makes sense to install
the file in an architecture-dependent package and set the paths according
to the multi-arch location of the specific architecture.

This completes the changes related to renaming the libarddav package to
libcardav0 in #537. For time64 variant the package got incorrect name
libcarddav00t64 and was empty.

The date command from Rust Coreutils is not fully compatible
with the date command from GNU Coreutils and strictly requires
the date output format to be after options.
