Disabled libical tests if libical version is less than 1.0.

On old libical versions, DST change date is wrong and this would fail some of the tests. This is not a bug in TDE but in old libical libraries. Starting from libical 1.0, the bug seems to have been fixed. Signed-off-by: Michele Calgaro

Fixed support for libical version prior to 3. This is required for libkcal tests to work fine on older distributions.
