FindTDE: Conditional import of exported tdelibs targets.
...
This prevents multiple attempts to import exported tdelibs targets,
which would cause a collision if find_package( TDE ) is called
repeatedly for some reason.

Use the source package date or the source git repository date

instead of the current build date. The use of a stable date
is necessary to achieve reproducible builds.
