tdelibs could be built but not installed because the conflict between
libssl-dev and libssl1.0-dev was still present at installation time.

DEB tdelibs: Remove libssl-dev from build-dep
...
Necessary libssl-dev is provided as a dependency of libpkcs11-helper1-dev.
It prevents a possible collision between preferred version of OpenSSL and
version used by libpkcs11-helper1.
