libvnc[server|client]: implement xvp VNC extension.

This implements the xvp VNC extension, which is described in the
community version of the RFB protocol:
http://tigervnc.sourceforge.net/cgi-bin/rfbproto
It is also mentioned in the official RFB protocol.
